1 Pound Lean Ground Beef, Twice Grounded
2 1/2-3 Cups Cooked Black Beans
2 Green Peppers, Diced
1 Large Onion, Chopped
3 Large Carrots, Peeled, Sliced
2 Teaspoon Chili Powder
3 Garlic Cloves, Minced
1 Bay Leave
1 Teaspoon Red Pepper Flakes
3 Cups Tomato juice
3 1/2-4 Cups Cooked Rice or 1 1/2 Cups Uncooked Rice

Cooking Directions:
Brown the ground beef in a large skillet over medium heat. Stir to break up clumps. Once brown stir in remaining ingredients minus the rice. Bring dish to a rolling boil, reduce heat to medium low, simmer uncovered for 30 minutes. Now remove bay leaf. Ladle one spoonful over rice or you can add the rice to the dish. Serve hot.
